The General Office of the Central Committee of the Communist Party of China ("CPC") and the General Office of the State Council have recently issued the Opinions on Offering Better Treatment to Technicians (the "Opinions").
The Opinions map out multiple requirements, including "implementing the salary incentive plan and raising the salary level of technicians", "establishing a skill acquisition and improvement system and supporting the technical workers to receive better treatment based on their skills". Further, the Opinions clearly state that efforts, oriented toward talented people with top-level, cutting-edge and highly-demanded skills, will be made to offer much better benefits to highly-skilled leading talents, encourage enterprises to design career development paths and work out the seniority (length of service) pay system for such leading talents, try out the annual salary system and the stock incentive plan among highly-skilled leading talents, and research to launch supporting policies for highly-skilled leading talents in respect of their needs in buying (leasing) homes, settling locally with subsidies and having their children receive local compulsory education. Moreover, the Opinions call for optimizing policies that guarantee the entitlement of technical workers to equal treatment and establishing a system of having occupational qualifications and grades of professional skills accord with the corresponding professional titles.
