The Ministry of Industry and Information Technology ("MIIT") has recently issued the Implementing Guide to Prompting Enterprises to Become Cloud-based (2018-2020) (the "Guide").
The Guide sets the goal of striving to further optimize the environment for enterprises to become cloud-based, significantly increasing the percentage of enterprises getting cloud-based and the depth of cloud application, widespreadly applying the cloud computing to the production, operation and management of enterprises, and having one million more enterprises nationwide become cloud-based, by 2020. Further, the Guide specifies that a large-sized enterprise may develop its own private cloud, deploy the information system connecting its clients, suppliers and employees on the public cloud, and combine the public cloud and the private cloud to form a hybrid cloud architecture; a small or medium-sized enterprise, or an innovation-oriented enterprise, may lease infrastructure resources from a public cloud platform, such as storage devices, computing devices and networks, depending on its needs, and apply cloud services concerning the design, production, marketing, office and accounting affairs or develop characteristic cloud services. Furthermore, the Guide calls for efforts to test and evaluate the cloud service capacity and assess the service reliability, and make the active exploration of providing cloud-based enterprises with guarantees through insurance.
