Opinions Sought on the Technical Guidelines for Post-Project Environmental Impact Assessment for Construction Projects of Coal Mining and Dressing and Another Standard
The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued two environmental protection standards, including the Technical Guidelines for Post-Project Environmental Impact Assessment for Construction Projects of Coal Mining and Dressing (Draft for Comment) (the "Draft for Comment"), to seek opinions from the entities concerned by August 30, 2018.
The Draft for Comment provides for general principles, technical work procedures, content of the work, work methods and relevant requirements, for post-project environmental impact assessment for construction projects of coal mining and dressing, and applies to the post-project environmental impact assessment for construction projects of coal mining and dressing. Further, the Draft for Comment stipulates that, as what the post-project environmental impact assessment will cover is based on the idea of circular economy and the idea of sustainable development from the whole-process assessment and full-factor assessment, environmental factors considered in the post-project environmental impact assessment for construction projects of coal mining and dressing include atmosphere, surface water, underground water, acoustic environment, ecology, solid waste, and environment risks; the remedial plans and improvements for environmental protection measures will be put forward through the post-project environmental impact assessment, and assessment will be made on how effective are those facilities used to prevent and control pollution, measures to protect the ecology and underground water, and risk precautions.
