The General Office of the Ministry of Housing and Urban-rural Development ("MOHURD") has recently issued the Circular on Universally Operating the Electronic Application and Examination System for Qualifications of Construction Engineering Enterprises (the "Circular").
The Circular stipulates that, the electronic application and examination system will universally apply to new applications for, upgrading of, addition of items to, and reassessment for, the engineering survey qualification, the engineering design qualification, the construction enterprise qualification, or the engineering supervision enterprise qualification (including the construction engineering enterprise qualification for such areas as the highway, railway, waterway, water resources, information industry, civil aviation, ocean, and aerospace), which are subject to the examination and approval of the MOHURD. After the said electronic application and examination system has taken effect, paper application materials prepared for the aforesaid matters, will no longer be accepted. Also, the Circular clearly states that, for matters subject to the electronic application and examination system, enterprises shall file their applications through the application software for the construction engineering enterprise qualification. Once the electronic application has been submitted, the enterprise only has to submit relevant written materials to the Centralized Acceptance Office for Administrative Approval Items of the MOHURD. Other appendixes required for the qualification application must be submitted through the said application software for the construction engineering enterprise qualification.
