The General Administration of Customs ("GAC") has recently issued Announcement [2018] No. 192 to clarify matters concerning the connectivity of electronic information on country of origin under China-Chile Free Trade Agreement (FTA).
The announcement clearly states that, where a consignee of imported goods or its agent applies for enjoying the duty rates under the China-Chile FTA at the time of import, it shall, in line with the relevant provisions of the GAC, fill the capital letter "Y" in the "Column for Codes of Attached Documents" under the "Column for Attached Documents", complete the "Column for Serial Numbers of Attached Documents" with "<08> serial number of the certificate of origin", and fill in the "Table of Correspondence Between Documents" with the correspondence between declared goods specified on the customs declaration form and goods indicated on the certificate of origin, while filling out the Customs Declaration Form for Imported Goods or the Record-filing Checklist of the Customs for Inbound Goods. Further, the announcement states that, where the consignor of imported goods or its agent encounters any of three circumstances, such as "a circumstance where electronic information on certificate of origin is not available in the system", while it is filling in the relevant documents pursuant to the relevant provisions, the exporter shall go through formalities with the customs to alter the customs declaration form by adding extra information about place of origin.
