The Department of General Affairs of the National Energy Administration ("NEA") has recently released the List of Uses of Credit Information of Market Players in Energy Sectors (2018 Version) (the "List").
According to the List, the list of uses of credit information in energy sectors is made up of five elements which are "business types", "application items", "business processes", "credit classification identifications" and "credit regulatory measures". Its contents involve eight specific departments, the power business qualification management center, the large dam safety supervision center, the power reliability management and engineering quality supervision center, and 18 local branches, of the NEA; and 48 application items, as well as 28 credit regulatory measures are specified in this list. The List illustrates six business types which are "security", "power", "nuclear power", "coal", "oil and gas" and "others". The 28 concrete credit regulatory measures given for application items outlined in the List, according to the credit standing of market players in energy sectors, are classified into five groups which are "administrative approvals", "administrative punishment", "routine oversight", "commendation and awards" and "other uses".
