The National Energy Administration ("NEA") has recently issued the 2019 Key Tasks on Law Dissemination in the Energy Sector (the "Key Tasks").
The Key Tasks make it clear to step up the study and publicity of the Constitution through launching publicity and educational campaigns during the "Constitution Week" and soliciting and displaying excellent micro videos that tell "personal stories about the Constitution". In addition, the Key Tasks highlight the special survey of efforts at law dissemination in the energy sector, adding that the implementation of the accountability system for law dissemination, under which law enforcers are required to undertake law dissemination, and the status of law dissemination under the 7th Five-Year Plan, will be inspected and surveyed over member entities forming the leading group of law dissemination in the energy sector, to gather together representative practices, analyze existing problems and listen to advice and comments of the related parties. Moreover, the publicity will be enhanced in news stories, and news materials in relation to law dissemination should be submitted on a quarterly basis. The website (see http://www.nelaw.com.cn/) specialized in law dissemination in China's energy sector will take up the development, maintenance and update of databases and strive to turn itself into a think tank in favor of law dissemination in the energy sector. Furthermore, the Key Tasks require compiling a Selection of Energy Work Documents (Volume 2018) and collecting and putting together legislation, industry policies and other documents relating to the energy sector released in 2018 into a printed book.
