The General Office of the Ministry of Natural Resources ("MNR") has recently forwarded the Circular of the Ministry of Finance and the National Development and Reform Commission on the Policy on Reducing and Exempting Some Administrative Service Fees (the "Circular"), effective from July 1, 2019.
The Circular reads that the real estate registration fee will be exempted under three circumstances, including "when an application is filed for changes or correction to registered information", adding that as regards real estate registration applications related to garages, parking space and storerooms, for which real estate ownership certificates or registers will be issued separately, the real estate registration fee will be slashed from the previous rate of CNY550 per property for non-residential real estate to a much lower rate of CNY80 per property that is the level for residential real estate. Meanwhile, the Circular states that the criteria patent applicants and patent owners must satisfy to claim the payment of reduced patent charges, as provided in Article 3 of the Circular of the Ministry of Finance and the National Development and Reform Commission on Issuing the Measures for the Reduction of Patent Charges, is adjusted, specifically for individuals, up from the average monthly income of less than CNY3,500 (or equivalently CNY42,000 per annum) in the preceding year to the average monthly income of less than CNY5,000 (or equivalently CNY60,000 per annum), and for enterprises, up from the taxable income of less than CNY300,000 in the preceding year to the taxable income of less than CNY1 million in the preceding year.
