The General Office of the Ministry of Housing and Urban-rural Development ("MOHURD") has recently issued the Opinions on Electronization of Certificates Including Work Safety Permits for Construction Enterprises (the "Opinions").
The Opinions state that according to the provisions of such laws and regulations as the Work Safety Law of the People's Republic of China and the Regulations on Work Safety Permits, provincial-level authorities of housing and urban-rural development are responsible for granting and administering work safety permits for construction enterprises, work safety assessment certificates for "safety management personnel", and operation qualification certificates for individuals performing special operations during construction, for the local administrative regions. Meanwhile, the Opinions stress that each provincial-level authority of housing and urban-rural development may formulate clear provisions concerning electronization of relevant certificates, when necessary for its work, and authorities of housing and urban-rural development in other regions shall recognize the electronic certificates granted according to the law.
