The State Administration of Work Safety has recently drafted the Provisions on Monitoring Safety Facilities for Construction Projects of Coal Mine and Coal-bed Methane Surface Exploration (Draft Revision for Review) (the "Draft Revision for Review") for public comments by August 28.
The Draft Revision for Review further extends the application scope of the original Provisions on Monitoring Safety Facilities for Coal Mine Construction Projects and includes the content related to the monitoring of safety facilities for construction projects of coal-bed methane surface exploration in this revision. The Draft Revision for Review specifies the relevant contents of construction projects of coal mine and coal-bed methane surface exploration, extends the scope of safety facilities for coal mine construction projects, deletes repeated provisions on safety evaluation, and adds penalty provisions. In addition, the Draft Revision for Review strengthens the design review for safety facilities, establishes the responsibilities borne by the parties related to safety facilities for coal mine construction projects, and makes partial adjustments in combination with the reform of administrative examination and approval.
