Recently, the National Tourism Administration ("NTA") has issued the Administrative Measures for Tourism Security (the "Measures"), which shall come into force as of December 1, 2016.
The Measures are composed of 45 articles divided into six chapters, which adjust and standardize the entities involved in the tourism safety and security. For the tourism departments, the Measures determine the safety management responsibilities of the tourism departments, and regulate in detail their specific tasks and duties in the daily security management, the development of plans, the scenic spot volume control, and the disposal, investigation and report of travel emergencies. For tour operators, the Measures clarify the safe production conditions they should have and also provide for their tasks and duties in respect of the tourism safety inspection, tourist risk monitoring and evaluation, the safety guarantee for high-risk projects and special groups, travel safety education and training, tourists safety management, and the disposal and report of unexpected emergencies, and also put forward requirements for the source safety management responsibilities of travel agencies, outbound travel security management, etc.
