Recently, the State Council has issued the Implementing Opinions on Motivating Major Social Groups to Boost the Income of Rural and Urban Residents (the "Opinions").
The Opinions put forward that by 2020, urban employment scale will be gradually expanded, the labor productivity will be continuously improved and the quality of employment will be steadily enhanced; the per capita income of urban and rural residents will double compared with 2010; the income gaps between domestic residents will be sustainably narrowed and the proportion of middle-income earners will be raised. The Opinions require to improve the income distribution system under which the more you work, the more you earn, or more income will be distributed to those with better skills, guide scientific and research specialist to devote themselves to researches by means of multiple incentives, such as salary income, project incentives and rewards for achievement transformation, further reduce the costs for founders of small and micro businesses to start up their operation, perfect and innovate the distribution mechanism for business results and interests, optimize the property right protection rules and salary rules, adopt differentiated incentive methods, and develop a transparent welfare and security system. Additionally, the Opinions specify six supporting events including employment promotion, vocational skills enhancement, provision of security to support the bottom, and expansion of sources and removal of obstacles for property income.
