Recently, the State Post Bureau ("SPB") has drafted the Administrative Measures for the Record-filing of Stamp Collection Markets (Draft for Comment) (the "Draft for Comment") for public comments before March 22, 2017.
The Draft for Comment, comprised of 17 articles, applies to a market specialized in trading collected stamps in a centralized manner and procedures for operators located within such market to file for record. The Draft for Comment clearly states that the market specialized in trading collected stamps in a centralized manner shall go through formalities of filing for record at the local authority of postal services below the provincial level at its locality within 20 working days upon its acquisition of the business license. As for operators within such a market specialized in trading collected stamps in a centralized manner, they shall submit the information registration form to the authority of postal services in a uniform manner for the purpose of filing for record after registration of information by the centralized trading market. In case of any of three circumstances, such as "altering, leasing, buying or selling, and illegally transferring record-filing certifications", the record-filing certification concerned shall be deregistered. Moreover, the Draft for Comment provides that particulars on record-filing shall be disclosed to the public on certain websites or through other channels.
