The General Office of the Ministry of Land and Resources ("MLR") has recently issued the Circular on Implementing New National Standards Regarding the Industrial Classification of National Economic Activities (the "Circular").
The Circular contains arrangements made in four respects, such as "reading and studying the newly revised Industrial Classification of National Economic Activities carefully" and "strengthening administration of the land management industry and collection of statistics therefrom". Further, the Circular expressly states that, according to the revised Industrial Classification of National Economic Activities, industries directly linked to the land and resources include: one general industry, the "79 land management industry"; three sub-categories of other industries, including "747 geological survey", "743 marine services" and "744 surveying and mapping services for geographic information"; and one more sub-section of another industry, the "7486 land planning services". Moreover, the Circular requires that related entities shall collaborate to launch the Explanatory Notes to the Industrial Classification of National Economic Activities, in order to ensure each type of land management activities is clearly defined and ascribed to the right category. Meanwhile, vigorous efforts should be made to include occupations in relation to the land management industry into the Encyclopedia of Occupation Classification of the State and protect lawful rights and interests of practitioners in the land management industry.
