The Ministry of Housing and Urban-rural Development ("MOHURD") has recently issued the Key Work Safety Tasks in 2018 (the "Key Tasks").
The Key Tasks lay out 18 specific requirements in five respects, including "launching special rectification programs for safety in building construction", "strengthening administration of the operating safety of municipal public utilities" and "tightening administration of the safety of houses in urban and rural areas". Further, the Key Tasks call for severely pursuing the liability for accidents, effectively putting into place the system of reviewing whether construction enterprises, to which accidents happen, have satisfied work safety requirements, fully implementing provisions in respect of punishment imposed on enterprises held liable for accidents, such as ordering to suspend business operations and make corrections, having their own qualification downgraded or revoking their qualification certificate, stepping up efforts in supervising investigations opened into accidents and publishing the investigation findings, and urging the implementation of enterprises' responsibilities as subjects. In addition, the Key Tasks propose to tighten administration of the urban gas safety , carry out enforcement activities and checks in accordance with the Regulation on the Administration of Urban Gas, and strictly practice the licensing system for gas business; also, it is required to solidify administration of house use safety, urge construction entities to ensure better construction quality of the common parts of property, and strictly apply principles and procedures regarding the property takeover examination.
