The General Office of the State Administration of Work Safety ("SAWS") has recently distributed the Inspection Checklist for Standardization of Administrative Licensing for Work Safety (for Trial Implementation) (the "Checklist") and distributed a circular at the same time to arrange for relevant tasks.
The Checklist comprises five categories of indicators for performance check, namely the management of administrative licensing items, management of administrative licensing procedures, management of administrative licensing services, construction and management of venues where applications for administrative permits are accepted, and gauges of bonus points. A highest mark is given for each item, adding up the total to 120 points, among which 106 points are set for basic items and the remaining 14 points are awarded as bonus ones. The management of administrative licensing items, one of five categories of indicators, are further divided into three sub-groups, including the list management, dynamic management and code management for administrative licensing items; and the gauges of bonus points mainly target the information sharing, commendation and awards, and innovative work. The circular expressly states that each provincial work safety authority shall carry out a self-inspection once a year to check its efforts in standardization of administrative licensing, score itself according to the Checklist, and submit its self-assessment report and the Checklist by January 10 of the next year to the Department of Policies and Regulations of the SAWS.
