The Ministry of Industry and Information Technology ("MIIT") and the Ministry of Finance ("MOF") have recently issued the Scheme on the Development of the National Resource Sharing Platform for the New Materials Industry (the "Scheme").
The Scheme states that, by 2020, an efficient and integrated ecological system of resource sharing services for the new materials industry, jointly developed by different subjects and oriented to public benefits, will be basically formed, covering major fields, such as the advanced fundamental materials, critical strategic materials and cutting-edge new materials, and all key processes of the industry chain for new materials. By 2025, the capability to share resources in the new materials industry will rise to the globally advanced level. To achieve this end, the Scheme outlines concrete requirements in three aspects, namely systematic resource construction, establishment of the network system, and management and operation. Furthermore, the Scheme expressly states that, efforts will be made to work out planning for the construction and management of resources, determine the extent to which resources will be opened and shared, and specify the distinction between fundamental resources and distinctive resources and between free services and paid services. Moreover, the Scheme calls for efforts to develop various system modules to share resources, such as intellectual property services, standardization services, accreditation services, financial services and legal services, for the new materials sector.
