Lately, the General Administration of Customs ("GAC") has issued the Announcement on Optimizing the Regulation of Inspection and Quarantine of Exported Goods (the "Announcement"), effective from August 1, 2018.
To implement requirements of the institutional reform of the State Council, further deepen the national customs clearance integration, optimize the regulation of inspection and quarantine of exported goods and promote trade facilitation, the Announcement provides that: 1) For exported goods subject to inspection and quarantine, enterprises shall file applications to the customs at the place of origin or at the place where exported goods are assembled, prior to the customs declaration. 2) The customs will create the electronic accounts after the inspection and quarantine regulation has been completed, return the electronic account data code to enterprises, and issue inspection and quarantine certificates in accordance with applicable provisions if relevant requirements are fulfilled. 3) Enterprises shall provide their own electronic account data code to handle customs clearance formalities for exports, when they declare to the customs.
