The Civil Aviation Administration of China ("CAAC") has recently issued the General Plan for the Building of the Service Guarantee System for Low-altitude Flights (Draft for Comment) (the "Draft for Comment") to seek public opinions by July 26, 2018.
The Draft for Comment sets the goals that, the service guarantee system for low-altitude flights will cover the reporting of low-altitude flights, airspace under surveillance and general airports, and provide sufficient functions and comprehensive services and products, by 2030. Units in the flight service system and other organizations in connection with flight services will develop diversified services based on fundamental services and products, to meet demands of general aviation customers. Accordingly, the Draft for Comment maps out arrangements in different aspects, including "strengthening the building of the service guarantee capacity for low-altitude flights". It explicitly states that efforts will be made to develop the system of laws and regulations on services for low-altitude flights, do research to improve rules and normative documents regarding the service guarantee for low-altitude flights, enact the administrative provisions on the assessment of the service guarantee system for low-altitude flights, and coordinate related departments in gradually simplifying requirements concerning the administration and guarantee of low-altitude general aviation flights.
