The Circular sets goals of basically managing to build all-round, whole-process and full-coverage performance management systems for budgets, at the prefecture and county level, by the end of 2022, realizing the situation where results will be assessed for every penny spent and liability must be pursued if money is spent with no result, and thus greatly elevating the level of budget management and improving results of policies implemented. Accordingly, the Circular outlines several tasks, including "keeping a close eye on key steps of the performance management for budgets" and "strengthening the supervision of and accountability for performance management". In addition, the Circular calls for efforts to stay performance-oriented while making a budget, strengthen the monitoring of performance while executing a budget, conduct a comprehensive performance assessment while making the final settlement, intensify rigid restraints on performance assessment results, and promote the wider coverage and upgrading of the performance management for budgets. Among others, the Circular expressly states that, actions will be taken to initiate the performance management as soon as possible among government investment and financing activities of all types, ranging from government investment funds, sovereign wealth funds, projects under the public-private-partnership (PPP) model, governmental purchase of services, and government debt projects, in a bid to realize the whole-process follow-up of these activities and the pursuit of their results.
