The Department of Aircraft Airworthiness Certification of the Civil Aviation Administration of China ("CAAC") has recently enacted and issued seven normative documents for public consultation by February 28, 2019. These documents are the Certification Procedures for Chinese Technical Standard Order Authorization (the "Certification Procedures"), the Certification Procedures for Parts Manufacturer Authorization, the Production Approval and Supervision Procedures, the Certification and Post-certification Supervision Procedures for Chemical Products for Civil Aviation Use, the Airworthiness Certification and Post-certification Supervision Procedures for Enterprises Supplying Civil Aviation Fuel, the Airworthiness Certification and Post-certification Supervision Procedures for Enterprises Testing Civil Aviation Fuel, and the Certification and Post-certification Supervision Procedures for Civil Aviation Fuel.
The Certification Procedures mainly enrich and detail the definitions, particularly the introduction of "inadequate Chinese Technical Standard Order (CTSO) parts", "multi-CTSO parts" and "Non-Technical Standard Order (TSO) functions". Also, the Certification Procedures revise and detail certain processes, including the application, acceptance of applications, issuance of certificates, and transfer of certificates, discussed in Chapter III "Certification Processes for Chinese Technical Standard Order Authorization", clarifying respective qualifications of applicants, leaders of review teams, and team members.
