The Ministry of Justice ("MOJ") has recently drafted and issued the Opinions on Initiating the Program of Grading People's Mediators (Draft for Comment) (the "Draft for Comment") for public consultation by June 21, 2019.
The Draft for Comment expressly states that people's mediators will be graded in four classes, namely Class I people's mediators who are in the tope class, Class II people's mediators, Class III people's mediators and Class IV people's mediators. Further, the Draft for Comment states that work on grading people's mediators will be organized and conducted by associations of people's mediation (mediators) of different levels, or in the absence of associations of people's mediation (mediators), temporarily by judicial administrative organs at the corresponding level. In addition, the Draft for Comment requires that people's mediators shall file written applications by themselves with the associations of people's mediation (mediators) where they belong, and the associations of people's mediation (mediators) will grant them the People's Mediator Class Certificates after organizing the grading work and publishing the grading results, adding that alternatively, the level of people's mediator class may be indicated on the people's mediator license.
