The General Office of the Ministry of Human Resources and Social Security ("MOHRSS") has recently issued the 2019 Key Tasks on the Transparency of Government Affairs (the "Key Tasks").
The Key Tasks propose work in five aspects. The first is strengthening interpretion of policies and response to public concerns to stabilize public expectations. All entities shall further enhance the awareness of responses to public opinions and practically fulfill the primary responsibility for responding to public opinions. The second is furthering the disclosure of information about decision-making process and implementation. Introducing and adjusting relevant policies require better communication with market players, in a bid to make the policies match the basic national conditions and objective realities. Also, it is of necessity to closely watch the execution status of the major decisions and make public the relevant situations as required, while such decisions are being executed. The third is deepening the disclosure of information regarding four key fields including employment, social insurance, the reform of "streamlining administration, delegating powers and strengthening regulation, and improving services" and fiscal matters. The fourth is stepping up the development of disclosure platforms through fully enforcing the online ideology responsibility system and enabling more service items to be handled on the "one-stop service platform". And the fifth is improving the standards and norms concerning disclosure via effectively implement the Regulations on the Disclosure of Government Information and standardizing and regulating the disclosure of grassroots-level government affairs.
