The National Energy Administration ("NEA") has recently issued the Measures and Standards for Environmental Monitoring and Assessment for the Photovoltaic Power Generation Market (2019 Revised Edition) (the "Measures and Standards"), immediately effective from the date of issuance.
The Measures and Standards expressly state that the environmental monitoring and assessment for the photovoltaic power generation market is performed through the combination of integrated assessment and assessment by an obligatory target. In the integrated assessment, the points for indicators for competitiveness assessment and indicators for risk assessment will be added up to produce a total score. The assessment will be rated red if the total score is lower than 60 points, orange if the total score is higher than 60 points but lower than 80 points, and green if the total score is higher than 80 points. The obligatory target measures the light rejection rate, and the assessment will be straightly rated red if the light rejection rate is higher than 10%. The weight of land conditions, one of indicators for competitiveness assessment, stated in the Measures and Standards, is 10 points for the circumstance in which land cost is less than CNY300/mu per year, down from 15 points as stated in the edition of last year; the previous 10 points for subsidies offered by the state per kilowatt-hour and decreases in subsidies for competitively established projects are cancelled. In addition, the Measures and Standards provide more details about the degree of light rejection, add a new indicator, namely facts about annual project construction, which is worth 20 points, etc.
