Recently, the General Office of the Ministry of Industry and Information Technology ("MIIT") and the General Office of the Ministry of Civil Affairs ("MCA") have distributed the Guiding Opinions on Launching Voluntary Services to Promote the Development of Small- and Medium-sized Enterprises (the "Opinions").
The Opinions state that high-level experts that are familiar with policies, adept at legal affairs, technology and management, and willing to dedicate themselves to helping enterprises, will be organized, on a voluntary basis and based on the principles of equity, honesty and legality, to form a voluntary service group to render free consultation and customized solutions in terms of policies, law, finance, management, technology, startup and innovation to small- and medium-sized enterprises (SMEs), in a bid to assist SMEs in accelerating the resumption of work and production and the transformation and upgrading. To this end, the Opinions put forward four methods and steps, including "relying on specialized agencies to conduct the work", and four kinds of services and service modes, including "helping enterprises with the resumption of work and production amid the COVID-19 outbreak". Among others, the Opinions clarify that differentiated services and customized solutions will be offered to SMEs of different groups in different industries. Efforts will be made to fully understand the demands of key business-starting groups, including college and university graduates, and deliver them "one-on-one" personalized and traceable services.
