The Shanghai Stock Exchange ("SSE") has recently enacted and issued the Interim Provisions on Applications and Sponsorship for Enterprises to Offer Shares and Get Listed on the SSE STAR Market (the "Interim Provisions"), immediately effective from the date of issuance.
The Interim Provisions, enacted in line with the guidelines and requirements of the Guidelines for Evaluation of Science and Technology Innovation Attributes (for Trial Implementation), detail the scope of industries and areas primarily targeted by the SSE STAR Market, including high tech companies engaged in new generation information technology, high-end equipment, new materials, etc. and other strategic emerging industries, and other enterprises oriented towards in-depth application of new science and technology innovation areas that fit the positioning of the SSE STAR Market, such as fin-tech and science and technology services. Meanwhile, the Interim Provisions align the framework of evaluation indicators measuring science and technology innovation attributes with the positioning of the SSE STAR Market, and on this basis, streamline and optimize the procedures and requirements regarding self-evaluation, reviews, inquiries during the examination process as required by the positioning of the SSE STAR Market, stress in particular that self-evaluation and reviews in relation to the positioning of the SSE STAR Market shall be mainly performed under the framework of evaluation indicators measuring science and technology innovation attributes, and provide the unified templates for reference.
