Units taking the lead in establishing the social credit system, offices of spiritual civilization, high people's courts, departments (bureaus) of finance, departments (bureaus) of human resources and social security, local SAT offices and local tax bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, all local branches of the China Securities Regulatory Commission, all local civil aviation administrations, all cargo (general) airlines and airport companies, the China Travelsky Holding Company and public security bureaus at airports,
For the purpose of having in-depth studies of and putting in place the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and guidelines proposed at the 19th National Congress and implementing significant remarks made by General Secretary of the CPC Central Committee Xi Jinping on creating a general situation for credit punishment whereby "an individual with dishonest behavior will face restrictions in many aspects", and, under the guidelines set out in the Guiding Opinions of the State Council on Establishing and Improving the System of Granting Joint Incentives to Honest Subjects and Imposing Joint Disciplinary Actions Against Dishonest Subjects and Accelerating the Building of the Social Credit System (Guo Fa [2016] No.33), avoid adverse effects caused by illegal acts of a handful of passengers on the security of civil flights and impose severer punishment for serious illegal and dishonest behavior in other fields, the following opinions are hereby put forward with respect to limits on the opportunities of certain individuals with serious dishonesty to fly on civil aircraft.
I. Scope of Limits
1. Any passenger who has received an administrative penalty from the public security organ or been investigated by the public security organ for his or her criminal liability, as a result of his or her act listed as below at an airport or in an aircraft.
(1). Fabricating or intentionally disseminating false or terrorist information relating to civil air defense security;
(2). Using counterfeit or altered identification or vouchers, or falsely using others' identification or voucher, for boarding purposes;
