　　为贯彻落实国务院常务会议要求，建立对中小银行实行较低存款准备金率的政策框架，促进降低小微企业融资成本，中国人民银行决定下调服务县域的农村商业银行人民币存款准备金率至农村信用社档次，分三次调整到位。
