The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and all ministries and commissions of and all institutions directly under the State Council,

The general aviation industry is a strategic emerging industry system dominated by general aviation flights, covering the whole industry chain including research, development, manufacturing, market operation, comprehensive support and extended services of general aircraft and featuring a long industry chain, wide range of services and a strong leading role. In recent years, China's general aviation industry has been rapidly developing. By the end of 2015, there were more than 300 general airports, 281 general aviation enterprises, and 1,874 registered general aircraft with time of flight reaching 732,000 hours in 2015. On the whole, however, due to small scale of China's general aviation industry, relatively stagnant infrastructure construction, slow progress in the reform of low-altitude airspace management, inadequate capacity of independent research, development and manufacturing of aircraft and weak operating services of general aviation, there is still a large gap between the general aviation industry and the economic and social development as well as consumption demands for emerging aviation. In order to speed up the improvement of service assurance ability, promote industrial transformation and upgrade, release consumption potential and achieve the sustainable and healthy development of the general aviation industry, the following opinions are hereby proposed upon consent of the State Council.

I. General Requirements
1. Guiding ideology.
By fully implementing the spirit of the 18th National Congress of the Communist Party of China ("CPC") and the third, fourth and fifth plenary sessions of the 18th CPC Central Committee, carefully carrying out the decisions and deployment of the State Council and firmly establishing and implementing the concept of innovative, coordinated, green, open and sharing development according to the Five-in-one General Strategy and Four-pronged Comprehensive Strategy, we will work hard to build a convenient, efficient, safe, standard and widely used general aviation system with rational layout and advanced manufacture and for civil and military purposes through giving full play to the role of the market mechanism, intensifying reform and innovation, highlighting the function of transportation services of general aviation, further developing the general aviation market, accelerating the construction of infrastructure network, driving industrial transformation and upgrade and enhancing air traffic control safeguarding capacity.
2. Basic principles.
Development of the general aviation industry is dominated by the market and led by the government. It is imperative to give full play to the decisive role of the market in resource allocation, support the emerging aviation consumption, encourage enterprises to make continuous innovation based on market demands and promote the continuous development of the general aviation market. We shall give better play to the role of the government in overall planning, planning guidance and policy support, further streamline administration and delegate power to the lower levels, and optimize flight reporting and approval procedures to improve the efficiency of examination and approval and provide efficient and convenient services for general aviation enterprises.
Priority shall be given to safety and innovation shall be a driving force. The safety of flight and air defense shall be ensured by properly handling the relationship between safety and development, enhancing the responsibilities of safety entities and regulatory responsibilities, establishing and improving a combined military and civil regulatory mechanism and implementing classified and refined management. Reforms shall be intensified to release market potential as much as possible through innovation in policies, management, technologies and services.
Breakthroughs at key points and comprehensive progress shall be made. With focus on speeding up infrastructure construction, extending opening up of low-altitude airspace, enhancing air traffic control safeguarding capacity and promoting industrial transformation and upgrade, the bottleneck which restricts the development of the industry shall be broken. An overall design plan shall be developed effectively, and coordinated development of general aviation and public aviation shall be planned as a whole to advance deeper military-civilian integration and promote all-round development of the general aviation industry.
3. Development goals.
By 2020, there will be more than 500 general airports, and nearly all the cities at and above the prefectural level will have a general airport or a transport airport that also provides general aviation services, so that main production areas of agricultural products, major forest areas and more than 50% of Class-5A tourist attractions will be accessible by air.
