The following opinions are hereby proposed pursuant to the spirit of the Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries (Guo Fa [2010] No.32), Circular of the General Office of the State Council on Printing and Distributing the Program of Division of Work for the Key Tasks for Implementing the Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries (Guo Ban Han [2011] No.58) and other documents for the purpose of raising the capability of inventing, applying, protecting and managing intellectual property in strategic emerging industries and promoting the cultivation and development of strategic emerging industries.
I. Fully recognize the important role of intellectual property in cultivating and developing strategic emerging industries.
Strategic emerging industries are important forces for transforming development mode and adjusting industrial structure of China, can guide the future development of the economy and the society, and can embody the deep integration of emerging science and technology with emerging industries. Strategic emerging industries with dense innovative elements, high investment risk, internationalized development, fierce international competition, and strong reliance on intellectual property invention and application, bear high requirement of intellectual property management and protection. The active invention of intellectual property is a basis for seizing the heights in the new-round economic and technological development and mitigating the risks in the development of the strategic emerging industries. The valid application of intellectual property is an important means to cultivate the innovative chain and industrial chain in strategic emerging industries and to promote the industrialization and marketing of the innovative achievements. The lawful protection of intellectual property is the key aspect for stimulating innovative vigor, supporting the sustainable development of strategic emerging industries, and forming healthy and orderly market environment. The scientific management of intellectual property is the safeguard for fully utilizing the resources at home and broad, raising the innovative level of strategic emerging industries, and exerting the market value of innovative achievements.
