The People's Governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all Ministries, Committees and Departments directly under the State Council:
In the Proposals of the State Council for Institutional Reforms and Functional Transformation which is approved in the first session of the 12th National People's Congress it is explicitly proposed that the examination and approval items of investment, production and operation activities shall be reduced and decentralized, the licenses and identifications of aptitude qualification shall be reduced, and the illegal and unreasonable administrative fees and governmental fund projects shall be cancelled.
