The Decision of the Standing Committee of the National People's Congress on Amending 12 Laws including the Law of the People's Republic of China on the Protection of Cultural Relics as adopted at the third meeting of the Standing Committee of the 12th National People's Congress on June 29, 2013 is hereby promulgated and shall enter into effect on the date of promulgation.

Decision of the Standing Committee of the National People's Congress on Amending 12 Laws including the Law of the People's Republic of China on the Protection of Cultural Relics

(Adopted at the third meeting of the Standing Committee of the 12th National People's Congress on June 29, 2013)

The third meeting of the Standing Committee of the 12th National People's Congress has decided to:

I. Amend Law of the People's Republic of China on the Protection of Cultural Relics
1. Paragraph 2 of Article 25 shall be amended to read: "Where any non-state-owned unmovable cultural relics are transferred, mortgaged, or the use thereof is changed, the matter shall be submitted to the corresponding administrative department for cultural relics for record according to the protection level thereof."
2. Paragraph 2 of Article 56 shall be amended to read: "Cultural relics for auction conducted by auction enterprises shall be examined and approved before auction by the administrative department for cultural relics of the people's governments of the provinces, autonomous regions, and municipalities directly under the Central Government, and reported to the administrative department for cultural relics of the State Council for record."

II. Amend the Grassland Law of the People's Republic of China
1. Article 55 shall be amended to read: "With the exception of the motor vehicles used for emergency rescues and disaster relief or herdsmen relocation, it is forbidden to drive motor vehicles away from the roads to the grasslands to damage the vegetation. Where it is necessary to drive away from the roads to the grasslands for activities such as geological exploration and scientific surveys, the driving areas and routes shall be reported in advance to the competent administrative departments for grasslands of the local people's governments at the county level where the grasslands are located, and the driving on grasslands shall accord with the reported driving areas and routes."
