The Regulations of the Supreme People's Court on Issues Concerning Jurisdiction over Administrative Cases, adopted at the 1,441st meeting of the Judicial Committee of the Supreme People's Court on December 17, 2007, are hereby issued and shall come into force on February 1, 2008.

With the goals of ensuring impartial hearings of administrative cases by the people's courts in accordance with the law, protecting the legitimate rights and interests of citizens, legal persons and other organizations, and supporting and supervising the lawful exercise of official power by administrative organs, these Regulations have been formulated in accordance with the Administrative Proceedings Law of the People's Republic of China.
 
Article 1 As provided for in Article 14 (3) of the Administrative Proceedings Law, in any of the following administrative cases, the Intermediate People's Court shall have jurisdiction in the first instance:
