The Decision of the State Council on Revising the Regulations of the People's Republic of China on Nuclear Export Controls is hereby promulgated, and shall be implemented as of the date of promulgation.

Decision of the State Council on Amending the Regulation of the People's Republic of China on the Control of Nuclear Exports

The State Council decides to make the following revisions to the Regulations of the People's Republic of China on the Control of Nuclear Exports:
 
Article 1 Article 1 shall be revised as: "These Regulations are enacted to strengthen the control of nuclear export, prevent nuclear proliferation, guard against the acts of nuclear terrorism, safeguard state security and social and public interests, and promote international cooperation in the peaceful utilization of nuclear energy."
 
Article 2 Article 2 shall be revised as: "Nuclear export as used in the Regulations means the transfer of nuclear materials, nuclear equipment and non-nuclear materials for reactors, etc., and the related technology listed in the Nuclear Export Control List (hereinafter referred to as the "Control List " ) in the manner of export, foreign presentation, exhibition, cooperation of science and technology, aid, etc."
 
Article 3 Paragraph 2 of Article 3 shall be revised as: "The State shall strictly restrict the export of uranium enrichment instruments and equipment, irradiating fuel disposal instruments, heavy water production instruments and equipment, the sensitive materials of nuclear diffusion of the relevant technology and the materials used in the nuclear weapons or the other exploders."
 
Article 4 Item (3) of Article 5 shall be revised as: "The government of the accepting party has signed the effective agreement of full safeguard with the International Atomic Energy Agency.
