The relevant ministries and commissions and the relevant organs directly under the State Council, the finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and the cities specifically designated in the state plan and the Financial Bureau of Xinjiang Production and Construction Corps,

In order to standardize the accounting recognition, measurement and reporting, promote the sustainable development of small enterprises and allow small enterprises to play an important role in national economy and social development, the Ministry of Finance has formulated the Accounting Standards for Small Enterprises (hereinafter referred to as the "Standards") in accordance with the Accounting Law of the People's Republic of China and other relevant laws and regulations and hereby has the same printed and distributed for implementation to the extent of small enterprises as of January 1, 2013.
