Branches and administrative offices of the State Administration of Foreign Exchange ("SAFE") in all provinces, autonomous regions and municipalities directly under the Central Government and SAFE branches of Shenzhen City, Dalian City, Qingdao City, Xiamen City and Ningbo City, as well as designated Chinese-funded foreign exchange banks,
In order to regulate foreign exchange administration related to foreign institutional investors investing in the domestic interbank bond market, and in accordance with the Administrative Regulations of the People's Republic of China on Foreign Exchange and the relevant provisions, matters relating to foreign exchange administration are hereby notified as follows:
I. For the purpose of this Circular, foreign institutional investors refer to various financial institutions such as commercial banks, insurance companies, securities companies, fund management companies and other asset management institutions that are legally registered and established outside the territory of the People's Republic of China subject to the requirements set out in the Announcement of the People's Bank of China [2016] No.3, investment products issued by the above financial institutions to customers in accordance with the laws and regulations, and pension funds, charity funds, donated funds and other medium and long-term institutional investors recognized by the People's Bank of China ("PBC").
