Development and reform commissions and bureaus of commodity price of all provinces, autonomous regions and municipalities directly under the Central Government,
In order to implement the requirements of the Circular on Issuing the Opinions on Promoting the Medical Service Pricing Reform (Fa Gai Jia Ge [2016] No.1431, the "Opinions") issued by the National Development and Reform Commission and three other departments, the relevant issues are hereby notified as follows:
I. Attaching Great Importance to the Medical Service Pricing Reform
Promoting the medical service pricing reform is an important part of deepening the price mechanism reform and the medical and health system reform. The Several Opinions on Promoting the Price Mechanism Reform (Zhong Fa [2015] No.28) issued by the Central Committee of the Communist Party of China ("CPC") and the State Council list medical service pricing reform as a key task of the price reform, and specify the reform goal and realization approach. The Opinions recently introduced are an important measure for the implementation of the decisions and deployments made by the CPC Central Committee and the State Council, and are related to promoting the drug pricing reform, and are conducive to gradually straightening out the price relation between medical services, further improving the medicine pricing mechanism, establishing the medicine pricing management system in line with medical and health characteristics of China, facilitating the healthy development of the medicine industry and driving the establishment of the reasonable compensation mechanism for public hospitals to eliminate the mechanism of funding hospitals by charges for drugs. The Opinions clearly put forward the specific requirements including advancing the classification management, straightening out the price relation, reforming the management of price items, promoting the reform of pricing mode and strengthening the supervision and administration, and are the important basis for propelling the reform in all regions. Competent price departments in all regions shall unify thoughts, strengthen leadership, attach great importance to the reform, fully understand the reform spirit, fully recognize the importance, urgency and difficulty of the reform, effectively enhance the senses of responsibility and mission in respect of the reform, accurately grasp the core contents of and internal relations among the reform tasks, carry out the planning and coordination, and comprehensively implement the relevant policies, so as to actively yet prudently carry forward the medical service pricing reform.
