The Outline of the 13th Five-year Plan for National Economic and Social Development of the People's Republic of China (hereinafter referred to as this "Outline"), prepared in accordance with the Advices of the Central Committee of the Communist Party of China on Making the 13th Five-year Plan for National Economic and Social Development, was adopted at the fourth meeting of the 12th National People's Congress (the "NPC"). With a view to giving better play to the roles of leading and constraints of this Outline, ensuring the effective implementation of target tasks and effecting the plans for economic development and social progress, the following advices are hereby provided in regard to perfecting the implementation mechanism of this Outline.
I. General Requirements
Fully implement the thought of the 18th National Congress of the Communist Party of China and the third, fourth and fifth plenary sessions of the 18th Central Committee, focus on the overall planning for and promotion of the overall layout of Five-in-One and the coordinated promotion of the Four-Pronged Comprehensive Strategy, establish and implement the firm new development philosophy, adapt to, grasp and lead the new normal development of the economy according to the decision and deployment of the Party Central Committee and the State Council, be centered on the improvement of development quality and effect, highlight the structural reform of the supply side, and take the power from the reform, opening-up, innovation and development to activate the enthusiasm and creativity of the social pubic to the greatest extent, for the purpose of laying a more solid foundation for the construction of a moderately prosperous society in time and achievement of the second centennial goal of struggle and rejuvenation of the Chinese nation. Adhere to the core leadership of the Communist Party of China (the "CPC") in its direction of the overall situation and coordination of the efforts of all quarters, achieve a better performance of government responsibilities and an improvement of government functions under the leadership of the Party committees (party groups) at all levels, and build a wholesome implementation mechanism for this Outline for a vivid situation of co-construction and sharing in which all people work together.
1. Correctly handle the relationship between the government and market. Give play to the decisive role of the market and better play to the role of the government in the allocation of resources, apply the market orientation as long as necessary, and carry out due management over those requiring to be managed. Promote the nationwide unified construction of the market, and promote the fair competition and free flow of factors, to maximize the economic efficiency; improve the ability of government governance, strengthen the public service, market oversight, social governance, environmental protection and other responsibilities, innovate the ways of macroeconomic regulation and control, and undertake rational allocation of public resources to guarantee the smooth achievement of target tasks under this Outline.
2. Arouse the enthusiasm of both central and local governments. Adhere to the all-round considerations and arrangements for the nation as a whole, and properly handle the relation between local interests and overall interests. Build a mechanism for coordination and linkage between horizontal and longitude for implementation of this Outline to strengthen the overall planning for and coordination of the overall, strategic, cross-regional and interdisciplinary target tasks. Give full play to the enthusiasm of local governments at all levels, respect the grassroots initiatives, and encourage local authorities to promote the implementation of this Outline according to the respective local circumstances.
3. Adhere to the combination of advancing on the whole and making breakthroughs in key areas. Adhere to the systematic design and dialectical thinking, and drive the whole advancement by breakthroughs in key areas for the achievement of breakthroughs in key areas in the course of overall advancement. Make great efforts to implement the target tasks under this Outline, and make breakthroughs in the optimization of structure, strengthening of power, resolution of contradictions and improvement of weakness in connection with key areas, major parts and difficult problems, for constant enhancement of integrity and coordination of development.
