Guiding Opinions for the Development of the Industrial Textiles Industry in the 13th Five-Year Period
Widely used in medical treatment and public health, environmental protection, civil engineering, transportation, emergency safety, aerospace and other fields, industrial textiles are an integral part of strategic new materials and also the focus of the global textile sector due to their high technology content, wide application and great market potential. In recent years, China has witnessed the rapid development of the industrial textiles industry, with constantly expanding market applications and improved quality and efficiency, and it has become a major driver of economic growth, and has made a positive contribution to meeting the demand for consumption upgrading, accelerating structural adjustment of the textile industry and promoting the development of related fields of the national economy. However, the advantages of industrial textiles in China are mainly concentrated in materials production and manufacturing, and there is a greater gap between our overall technical level and market development capabilities and the international advanced level due to our weak ability to conduct innovation both independently and collaboratively, low added value of products and slow progress in high-end product development and application.
To build China into a giant of the textile industry, we are required to grasp the "13th Five-Year Period", which is a key period for China to rapidly expand the application of the industrial textiles industry and upgrade the said industry to a high level. Technology innovation is the core driving force of the development of the industrial textiles industry; new materials, new equipment, information technology, internet, big data and other scientific and technological progresses provide strong support for the development of the industry; raising of ecological and environmental awareness, development of the health and pension industry, improvement of emerging industries and the construction of the "Belt and Road" and others are creating a new space for development of the industrial textiles industry. The Guiding Opinions for the Development of the Industrial Textiles Industry in the 13th Five-Year Period are hereby announced in order to implement Made in China 2025, promote the construction of a giant in terms of textiles manufacturing, improve the development quality and efficiency of the industrial textiles industry, cultivate core competitive advantages thereof, and better meet the needs of the related fields of the national economy.
I. General Requirements
1. Guiding ideology
By comprehensively carrying out the spirit of the 18th CPC National Congress and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th Central Committee of the CPC, we are required to firmly establish the development concepts of innovation, coordination, greening, openness and sharing, make more efforts to promote the supply side structural reform, further implement an innovation-driven development strategy, carry out Made in China 2025 and, promote the industry to develop towards the high and middle end. Moreover, we will improve the level of product supply based on the market, and production and demand will be integrated and the scope of application expanded to improve the service ability, which aims for the industrial textile industry to transform from development based on quantity to that focusing on quality and benefits.
2. Basic principles
Give play to the leading role of innovation and focus on key areas. We should take innovation as the primary power leading the development of the industry, improve its innovation system, increase investment in research and development, strengthen applied research of multiple subjects, strengthen technology equipment innovation, make breakthroughs in key technologies restricting development and cultivate a new mode, i.e. service-oriented manufacturing so as to promote the development and upgrading of the industry.
Collaboratively make effects based on demands. The cohesion of the industry chain should be strengthened in order to meet the needs of healthcare, environmental protection, emergency and public safety and other key areas of application; moreover, more efforts will be made to increase variety, improve quality, reduce costs and expand application to promote the coordinated development of upstream and downstream industries.
Optimize structure with integrated development. Product structure will be adjusted to enhance the proportion of high-quality products with high technology content and high added value. Integration of industrial chain resources shall be enhanced and mergers and acquisitions encouraged in order to cultivate leading enterprises. Guide industrial clusters and the upgrading thereof, strengthen two-way integration of the military and civilians, and improve the quality and efficiency of development.
Enterprises are to develop under the governments' guidance. We will let the market play a decisive role in the allocation of resources to stimulate the vitality of market players and improve the efficiency of the allocation of elements. Governments shall give guidance in terms of macroeconomic policies and industrial policies, and create a fair competitive market environment, so as to promote the positive interaction between effective supply and demand upgrading.
3. Objectives
During "the 13th Five-Year Period", the industrial textiles industry will maintain rapid and stable growth with further optimized industrial structure and obviously improved quality and efficiency; in addition, application technology of some areas will reach the international advanced level, playing an important supporting role in promoting the construction of a strong textile power.
From 2016-2020, industrial added value of enterprises above a designated size will increase by about 9% per annum on average; the annual average growth rate of fiber processing in the whole industry is about 8% and, labor productivity will grow by more than 8% per annum on average.
