Opinions of the Ministry of Commerce on Regulating and Promoting the Development of the Auction Industry

Commercial departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and the Xinjiang Production and Construction Corps:
In recent years, China's auction industry has steadily developed, and the functions of auctions in areas such as price discovery and fair trade have been further demonstrated. Auctions have gradually become an important channel for commodity circulation and played an increasingly important role in the national economy. But as China's economy enters into a new normal, there have been certain new conditions and issues occurred to the auction industry under the new situation. The rapid development of online auction has been accompanied by a lack of industry regulation, and irregularities happen often. In order to further facilitate the auction industry to adapt to the new normal, to help advance the supply-side structural reform, to realize healthy and orderly development, and to better serve the economic and social development as well as the raising of people's living standards, the following opinions are hereby put forward:
I. General Requirements
1. Guidelines. The guidelines are to comprehensively implement the spirits of the 18th National Congress of the CPC, the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th CPC Central Committee and the Central Economic Working Conference, thoroughly implement the spirits of the series of important speeches made by General Secretary XI Jinping, adhere to new development concepts, constantly adapt to the new situation of the commercial system reform and the development of network technologies, insist on a dual emphasis on regulated development and encouragement to innovation, and guide the industry to further study market changes, understand actual and potential needs, enhance market development capability, and expand the supply of high-quality services, so as to improve the quality and efficiency of industry development and to facilitate a sustainable and healthy development of the auction industry.
