The Action Plan is hereby formulated in accordance with the Outline of the 13th Five-year Plan for National Economic and Social Development, the Outline of National Informatization Development Strategy and the 13th Five-year Plan for National Informatization in order to thoroughly implement the strategic deployment of the Party Central Committee and the State Council for the construction of making China powerful through the internet, accelerate putting the next-generation Internet Protocol Version 6 ("IPv6")-based network into large-scale use (the "large-scale putting-into use of IPv6-based network"), and promote the evolution and upgrading and the healthy and innovative development of the internet.
I. Significance
The internet, as an important infrastructure relating to the development of the national economy and entire society, profoundly affects the economic pattern, benefits pattern and security pattern of the world. China, as one of the first batch of countries to carry out the IPv6 test and application in the world, has made significant staged achievements in technology research and development, network construction and application innovation, and has equipped itself with the base and conditions for large-scale putting-into use of the IPv6-based network. Seizing the historical opportunities of the acceleration of innovative change in the global network information technology and the rapid evolution and upgrading of information infrastructure, strengthening the overall planning, speeding up the large-scale putting-into use of the IPv6-based network, and building the next-generation internet characterized by high speed, wide promotion, complete coverage and intelligence, are urgent requirements for speeding up the construction of making China powerful through the internet, accelerating the process of national informatization, contribution to the economic and social development and obtaining new advantages in the future international competition.
1. An inevitable trend for the evolution and upgrading of the internet
On the basis of such restrictive problems as insufficient network addresses and unwarranted service quality with respect to the Internet Protocol Version 4 (IPv4)-based global network, IPv6, which is able to provide sufficient network addresses and a broad space for innovation, is recognized worldwide as the solution for the commercial application of the next-generation internet. Vigorously developing the next-generation internet based on IPv6 is helpful to significantly improve the carrying capacity and service level of China's internet, make it better integrate into the international internet, share the development achievements of global networks and strongly support China's economic and social development, and help it to take the initiative in future development.
2. A great opportunity for the innovative development of technical industries
The promotion of large-scale putting-into use of the IPv6-based network, as a comprehensive upgrading of the industrial ecology for internet technology, will profoundly affect the innovation and reform of the network information technology, industry and application. Vigorously developing the next-generation internet based on IPv6 is helpful to enhance China's capability of independent innovation in network information technology and China's high-end industrial development level, effectively support the rapid development of such emerging fields as mobile internet, internet of things, industrial internet, cloud computing, big data and artificial intelligence, constantly accelerate the generation of new technologies and new industrial activities, promote the further prosperity of network application, and build advanced and open technology industrial ecology for the next-generation internet.
3. An urgent need for the strengthening of China's ability to protect network security
Speeding up the large-scale putting-into use of the IPv6-based network provides a new platform for solving network security problems, and also provides a new idea for improving the efficiency of network security management and innovating the network security mechanism. Vigorously developing the next-generation internet based on IPv6 is helpful to further innovate the protection measures for network security, constantly improve the protection system for network security, significantly enhance the ability to be aware of the network security situation and to rapid response, greatly improve the protection level of important data resources and personal information security, and further strengthen the security and reliability degree of the internet and also China's ability of comprehensive management of the internet.
II. General Requirements
1. Guiding ideology
The spirit of the 19th CPC National Congress shall be thoroughly implemented; President Xi Jinping's thought on socialism with Chinese characteristics for the new era shall be taken as a guideline; emphasis shall be laid on the general pushing forward of the overall layout of the "Five in One"; the harmonious advance of the Four-pronged Comprehensive Strategy, new concept of development shall be firmly established; the rare historical opportunities in alternation of generations of the global network information technology and in the evolution and upgrading of network infrastructure shall be seized; the cooperative promotion of large-scale putting-into use of the IPv6-based network shall be taken as a major task; the transformation of typical application and innovation of characteristic application shall be taken as key fields for research and development; the upgrading of network infrastructure and network application infrastructure shall be accelerated; independent technical systems and industrial ecosystems shall be actively built; the evolution and upgrading of the existing internet to the IPv6-based network shall be achieved; a new generation of information infrastructure featuring high speed, mobility, security and wide application shall be built; the deep integration of the internet and economic society shall be promoted; new advantages for future development shall be created; and a solid foundation for the construction of making China powerful through the internet shall be laid.
2. Basic principles
-- Combination of overall planning and breakthroughs in key points. The top-level design and overall planning shall be strengthened, importance shall be attached to key links, efforts shall be put into the rectification of shortages in the application of IPv6, the demand-pulling function of internet application shall be enhanced, and the coordinated advance of technology, industry, networks and application shall be achieved.
-- Combination of government guidance and enterprise leading. The overall coordination, policy support and application guidance by the government shall be strengthened, the environment for development shall be optimized, full play shall be given to the leading role of enterprises in the development of IPv6, and the endogenous driving force for market demand and of the development of enterprises shall be stimulated.
-- Combination of innovative development and security guarantee. The principle of combination of development and security shall be adhered to; the innovative integration of the next-generation internet and all sectors of economic society shall be vigorously promoted; and the planning, construction and operation of network security systems shall be pushed forward synchronously, so as to guarantee the security, reliability and smooth evolution of the internet.
