Financial departments (bureaus), development and reform commissions, price bureaus, environmental protection departments (bureaus), and ocean and fisheries departments(bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specially designated in the state plan, and financial bureau of Xinjiang Production and Construction Corps,
With a view to ensuring the connection in implementing the policy of transforming administrative fees into taxes, the Circular on Matters Concerning Ceasing Charging Some Administrative and Institutional Fees Including the Pollutant Discharge Fees is hereby given according to the Law of the People's Republic of China on Environmental Protection Tax, the Provisional Measures for the Administration of Examination and Approval of Administrative Fee-Charging Items (Cai Zong [2004] No.100), the Circular on Issuing the Administrative Measures for Non-tax Income of Governments (Cai Shui [2016] No.33) and other relevant provisions:
