Health and family planning commissions and traditional Chinese medicine bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps,
The Opinions on Promoting the High-quality Development of Medical Services with the Focus on the People's Health (the "Opinions") are hereby given in order to fully uphold spirits of the 19th National Congress of the Communist Party of China, the Second and Third Plenary Sessions of the 19th Central Committee and the National Hygiene and Health Conference, and under the guidance of the Xi Jinping's socialist thoughts with Chinese characteristics in the new era, insist on the people-oriented development philosophies, fully mobilize and give play to the enthusiasm and initiative of medical personnel, promote the high-quality development of medical services and guarantee medical safety.
