Finance departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government and the Finance Commission of Shenzhen Municipality,
On September 27, 2018, the State Council issued the Circular on the Promotion of the Reform of "Separating Business Licenses from Operating Permits" Nationwide (Guo Fa [2018] No.35, hereinafter referred to as the "Circular"), which lists the examination and approval of the establishment of accounting firms and their branch offices and commissioned bookkeeping business as the first batch of matters under the reform of "separating business licenses from operating permits" nationwide with the reform method of "optimizing access services". For the purpose of implementing the Circular of the State Council, further optimizing services, and stimulating the vitality of the accounting service market, the effective carrying out of the relevant work is hereby notified as follows:
