Market regulation departments of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps,
With the aim of deeply implementing the reform of "streamlining administration, delegating powers and strengthening regulation, and improving services", the State Administration for Market Regulation has decided to fully implement the measurement assurance capacity self-declaration system among producers of quantitatively packed commodities on the basis of the previous pilot program and in accordance with the Development Plan on Measurement (2013-2020). The relevant matters are hereby notified as below:
I. Significance
The implementation of the measurement assurance capacity self-declaration system among producers of quantitatively packed commodities is an important measure for transforming government functions, inspiring market vitality and reforming the measurement regulation of the quantity of commodities, an important approach to realizing the integrity and self-discipline of enterprises through a market competition mechanism and impelling the building of the honest measurement system, and an important grasp for giving play to the subject role of enterprises, fulfilling subject responsibilities of enterprises and maintaining rights and interests of consumers. Market regulation departments at all levels shall carry out the reform, create a convenient and loose entrepreneurship environment and a business environment of fair competition, create conditions for the market playing a decisive role in resource allocation, and effectively make up market failure.
II. General Requirements
Be guided by Xi Jinping's socialist thoughts with Chinese characteristics in the new era, deepen the reform of "streamlining administration, delegating powers and strengthening regulation, and improving services" in the measurement field as per deployments and requirements of the Central Committee of the Communist Party of China and the State Council, innovate in the measurement regulation methods for producers of quantitatively packed commodities, supersede the current management mode featuring the combination of "enterprises' voluntary applications, issue of certificates by the government after examination and market supervision" by the mode integrating "enterprises' self-declaration, follow-up regulation of the government and market supervision", strengthen the subject responsibilities of enterprises, tighten in-process and ex-post regulation, reinforce the supervision over market complaints, push forward the building of honest measurement, fully inspire market vitality, better maintain rights and interests of consumers and serve economic and social development.
