The relevant ministries and commissions of and the relevant institutions directly under the State Council, finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the Finance Bureau of Xinjiang Production and Construction Corps, and financial supervision commissioner offices of the Ministry of Finance in all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, and the relevant enterprises under the administration of the Central Government,
With respect to the Accounting Standards for Business Enterprises No.22 - Recognition and Measurement of Financial Instruments (Cai Kuai [2017] No.7), the Accounting Standards for Business Enterprises No.23 - Transfer of Financial Assets (Cai Kuai [2017] No.8), the Accounting Standards for Business Enterprises No.24 - Hedge Accounting (Cai Kuai [2017] No.9) and the Accounting Standards for Business Enterprises No.37 - Presentation of Financial Instruments (Cai Kuai [2017] No.14) (collectively the "New Standards for Financial Instruments") and the Accounting Standards for Business Enterprises No.14 - Revenue (Cai Kuai [2017] No.22, the "New Standards for Revenue"), implemented in phases from January 1, 2018, the Ministry of Finance has revised the consolidated financial statement templates based on the Circular of the Ministry of Finance on Revising and Issuing the 2018 Versions of General Corporate Financial Statement Templates (Cai Kuai [2018] No.15) and the Circular of the Ministry of Finance on Revising and Issuing 2018 Versions of Financial Statement Templates for Financial Enterprises (Cai Kuai [2018] No.36) and in combination with the relevant situations in the implementation of the accounting standards for business enterprises, in order to solve the practical problems in the preparation of consolidated financial statements, and improve the quality of accounting information.
