People's governments of all provinces, autonomous regions and municipalities directly under the Central Government,
Upon approval by the State Council, the relevant matters are hereby notified as below in order to comprehensively carry out the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on deepening the reform of "streamlining administration, delegating powers and strengthening regulation, and improving services" and transforming government functions, further propel the reform of commercial systems, solve the "cancelation difficulty" of enterprises and provide more convenient services for enterprises' withdrawal from the market:
I. General Requirements and Work Objectives
General requirements. Focus on "difficulties", "pain points" and "blocking points" in enterprise deregistration, be oriented by problems, further impel the convenience in enterprise deregistration on the basis of guaranteeing market transaction order and safety, enhance the efficiency of administrative services, reinforce the subject responsibilities for the withdrawal of enterprises, intensify the transparency and predictability for the matter handling of enterprises, enhance the affairs handling experience of enterprises, and boost the "metabolism" and structural optimization of enterprises.
Work objectives. Reform and improve the enterprise deregistration system, further simplify document materials and optimize processes, intensify interdepartmental information sharing and business collaboration, establish a special online service zone for enterprise deregistration, realize the "one network" services for enterprise deregistration and the "information sharing and synchronous guidance" of all relevant departments, enable enterprises to know the processes, progress and result of all links via "one network", provide more convenient and efficiency administrative services for law-abiding and trustworthy enterprises, improve punishments and constraints for law-breaking and dishonest enterprises, and create a more open, transparent and convenient market environment. Prior to March 1, 2019, all relevant departments shall achieve the work objectives of simplifying documents and optimizing processes, and enhance the efficiency of enterprise deregistration; prior to September 1, 2019, all places shall achieve the work objective of building a special online service zone for enterprise deregistration, enabling the "one network" services for enterprise deregistration.
