Human resources and social security departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, competent authorities for industry and information technology, human resources departments of ministries and commissions and institutions directly under the Central Government and state authorities, and human resources departments of central enterprises,

Engineering technicians are an important force in building an innovation-oriented country and a world-leading powerful nation in science and technology. Deepening the reform of the professional title system for engineering technicians is of great significance to improving China's original innovation capability, achieving breakthroughs in key core technologies, and promoting the optimization and upgrading of industrial structure. In order to implement the Opinions on Deepening the Reform of the Professional Title System issued by the General Office of the Central Committee of the Communist Party of China ("CPC") and the General Office of the State Council, the following guiding opinions are hereby put forward for the purpose of deepening the reform of the professional title system for engineering technicians.

I General Requirements
1. Guidelines
We shall, take Xi Jinping's socialist ideology with Chinese characteristics in the new era as the guide, fully implement the spirit of the 19th CPC National Congress and the 2nd and the 3rd Plenary Sessions of the 19th CPC Central Committee, conscientiously carry out the decisions and arrangements of the CPC Central Committee and the State Council, firmly implement the strategy of reinvigorating China through human resources development, the strategy of making China powerful in manufacturing and the strategy of innovation-driven development, follow the growth law of engineering technicians, establish a sound professional title system that conforms to the professional characteristics of engineering technicians, arouse the innovation potential of engineering technicians, and build and create a team of engineering technicians with excellent quality, reasonable structure and full vitality to provide personnel support for improving China's capability in independent innovation and speeding up the construction of an innovation-oriented country and a world-leading powerful nation in science and technology.
2. Basic Principles
(1) Adhere to Serving the Development. We shall focus on the requirements for the transformation of economic development mode and adjustment of industrial structure, give play to the role of personnel evaluation as a "wand" and a wind vane, arouse engineering technicians' vitality in innovation and creativity, enhance the capability of making breakthroughs in core technologies in key fields, and promote high-quality development of the economy.
(2) Adhere to Following Laws. We shall follow the growth law and the professional characteristics in different development stages of engineering technicians, establish a scientifically classified, reasonable and diversified evaluation system, strengthen the sense of responsibility, promote scientific spirit, reduce the eagerness for quick success and exaggeration, and create an institutional environment for research with great concentration and pursuit of excellence.
(3) Adhere to Scientific Evaluation. We shall, based on occupational classification and oriented towards morality, ability and performance, develop evaluation criteria by classification, break the academic qualifications-prioritized, seniority-dominated, papers-centric and award-oriented tendencies, highlight technicality, practicality and innovativeness, and encourage engineering technicians to make more high-level original achievements.
(4) Adhere to Opening up and Innovation. We shall, based on the reality of China's engineering technician team construction, draw experience from innovative practices of foreign personnel evaluation to the full extent, actively promote international exchanges and cooperation among engineering technicians, and improve the level of their specialization, professionalization and internationalization.

II Main Contents
We shall, through establishing a sound institutional system, improving evaluation criteria, innovating evaluation mechanisms, linking up with personnel training and employment, strengthening in-process and post-event supervision, optimizing public services and other measures, establish a professional title system for engineering technicians with reasonable settings, comprehensive coverage, scientific evaluation and standardized management.
1. Build a Sound Institutional System
(1) Add the Rank of Principal Senior Engineer. Senior professional titles are divided into deputy senior-level and principal senior-level, and junior professional titles are divided into member-level and assistant-level. Member-level, assistant-level, intermediate-level, deputy senior-level and principal senior-level professional titles correspond to the ranks respectively of technician, assistant engineer, engineer, senior engineer, and principal senior engineer.
(2) Establish a Mechanism for Dynamic Adjustment of Major Settings. All localities and relevant departments can center around major strategic tasks and future industrial development directions of the state, focus on strategic emerging industries such as new technology, new processes, new equipment and advanced material, and dynamically adjust relevant engineering-series majors under review to promote the synchrony of major settings with national strategic needs and industry development.
(3) Realize the Effective Linkage of the Professional Title System and Professional Qualification System. No professional title review at corresponding levels will be carried out for majors in the field of engineering technology subject to vocational qualification examination. Vocational qualification in the engineering field obtained by an engineering technician shall correspond to the professional title at the corresponding level, and may be used as the qualification for applying for the professional title of a higher level. For vocational qualifications set by level, the primary-level (secondary-level), intermediate-level (first-level), and senior-level respectively correspond to primary-level, intermediate-level, and senior-level professional titles, and those unset by levels generally correspond to intermediate professional titles, except as otherwise stipulated by the state.
(4) Open up the Vocational Development Channel for Highly Skilled Personnel and Engineering Technicians.
