Development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and the Xinjiang Production and Construction Corps, housing and urban-rural development departments of all provinces and autonomous regions, housing and urban-rural development (administration) commissions of municipalities directly under the Central Government, the Beijing Municipal Commission of Planning and Natural Resources and the Housing and Urban-rural Development Bureau of Xinjiang Production and Construction Corps,
In order to deepen the reform of investment and financing system, enhance the scientific level of decision-making on investment in fixed assets, further improve engineering construction organization mode and enhance investment efficiency, engineering construction quality and operation efficiency, the following opinions are hereby given concerning the boosting of the development of whole-process engineering consulting services in fields of housing buildings and municipal infrastructures, in accordance with the spirit of urban work meetings of the Central Government, the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of the Investment and Financing System (Zhong Fa [2016] No.18), the Opinions of the General Office of the State Council on Promoting the Sustainable and Sound Development of the Construction Industry (Guo Ban Fa [2017] No.19) and so on.
