In order to fully implement the Decision of the CPC Central Committee on Deepening the Reform of the Party and State Institutions and the Plan on Deepening the Reform of Party and State Institutions deliberated and approved at the Third Plenary Session of the 19th CPC Central Committee, as well as the Institutional Reform Proposal of the State Council approved at the First Session of the 13th National People's Congress, ensure that administrative organs perform their duties according to the law, further promote the reform of streamlining administration, delegating powers, improving regulation and optimizing services, and stimulate vitality in innovation and creation in the market and society to a greater extent, the State Council has cleaned up the relevant administrative regulations involved in the institutional reform, the transformation of government functions and the reform of "streamlining administration, delegating powers and improving administration and services".
